The issue has now been Resolved:
Preliminary root cause: A new rule inadvertently prevented external email messages from autoforwarding. More detail will be provied in the Post-Incident Report.
Microsoft has reported the following issue with Exchange Online.
Title: Can’t forward or receive external email
User Impact: Users may be unable to forward or receive external email.
Current status: We’re gathering diagnostic data for analysis.
Scope of impact: Impact affects any user attempting to forward or receive external email.
